Dallas Morning News endorses Romney for president

Calling Mitt Romney a "principled, pragmatic leader," The Dallas Morning News on Saturday endorsed the Republican candidate's bid to unseat President Barack Obama.

In an editorial, the newspaper said Obama has shown himself to be "less leader than follower" during his four years in the White House, unable to reverse the soaring national debt and blaming his predecessor for "the mess he left behind."

While the News acknowledges that Romney's comments to big-money backers in a secretly-recorded video were "ill-advised," and that his "famed flip-flops" are "worrisome," the newspaper praised the former Massachusetts governor as someone who "has shown an ability to lead" and "can get Washington working again."

Bipartisan Senate bill would promote highly efficient commercial ...

Commercial buildings account for about 20 percent of energy used in the US and represent a huge opportunity to cut wasted energy, saving businesses money and reducing pollution. Approximately 70-80 percent of the buildings that will be standing in 20 years already exist today, making these existing buildings a gold mine for energy savings. ?Unfortunately, these savings are trapped by several persistent barriers, including a lack of upfront capital and a disconnect between the owner of energy using equipment and the person who actually pays the energy bills.

That?s why we are so pleased to see the introduction of the Commercial Building Modernization Act by Senators Snowe, Bingaman, Feinstein and Cardin, which will revamp and extend the Energy Efficient Commercial Buildings Tax Deduction. The bill makes changes to the deduction that will better gear it to encourage retrofits of existing buildings, in addition to updating the code baseline for new buildings and raising the dollar amount of the deduction.

The Energy Efficient Commercial Buildings Tax Deduction, known generally by its tax-code section name 179D, currently offers building owners a deduction of up to $1.80 per square foot for new buildings or renovations designed to use 50 percent less energy than the 2001 ASHRAE building code. 179D also includes a partial deduction of up to 60 cents per square foot for improvements within the envelope, HVAC or lighting systems.

The existing deduction has not been used to the extent originally anticipated, leaving many energy savings opportunities on the table. The Commercial Buildings Modernization Act would improve on the current deduction by:

  • Changing the baseline for retrofits.? Instead of the ASHRAE code baseline, existing buildings could use their prior energy use as a baseline. In order to qualify for the deduction, a professional engineer would develop a plan for a retrofit that would save 20 to 50 percent over this baseline.
  • Paying for energy savings from retrofits. The bill pays for savings in two ways. The first is with a sliding scale deduction which ranges from $1/SF to $4/SF? depending? on the?percentage energy savings beyond the baseline that?the building achieves. This way, the more energy you save the more money you get (and in NRDC?s opinion, this scale should be weighted even more heavily towards the top end to avoid paying too much for retrofits on the low end and running up the cost to the Treasury). The second way the bill pays for savings is by tying a portion of the deduction to realized energy savings: a taxpayer could claim 60 percent of the deduction in the year measures are installed based on modeled savings, but has to wait two years to get the second 40 percent, which is based on demonstrated energy savings (normalized for things like weather and occupancy). This will incentivize owners and occupants to operate buildings well, which can have a large impact on energy use.
  • Incentivizing the right people. The current deduction can only be claimed by the owner of the building (except in the case of publicly-owned buildings for which the deduction is assignable and has consequently been better utilized). This is challenging both for ownership structures that have no tax liability (such as Real Estate Investment Trusts) and buildings where both the owner and the tenant have influence over the building's energy use (for example, an owner is likely to make decisions about a building's HVAC systems, but is not likely to have control over lighting in a tenant's space). The Commercial Building Modernization Act fixes this issue by allowing anyone involved with the project (such as the architect or tenant) to claim the deduction.
  • For new construction, the bill updates the code baseline, increases the dollar amount to $3/SF, and simplifies the calculations needed to show compliance.

According to a report by the Political Economy Research Institute, retrofits encouraged by a revamped 179D could save building owners $1.4 billion year on their energy bills and create 77,000 jobs. Furthermore, since energy costs are tax deductable as a business expense,?improvements in energy efficiency benefit the Treasury as well as the building owner.?

Like any bill, there are still kinks to work out and since the current deduction doesn?t expire until the end of 2013, ?this is likely just the beginning of the conversation, but nevertheless the introduction of the Commercial Buildings Modernization Act is one step forward towards a country with more highly efficient commercial buildings. And something both Democrats and Republicans can agree on is good news.

iPad App Offers Detailed Images of Einstein's Brain

puddingebola writes in with news of a new app that might be of interest to those studying Einstein's brain, or just looking for something neat for Halloween. "Albert Einstein's brain, that revolutionized physics, can now be downloaded as an iPad app for USD 9.99.

The exclusive application, which has been just launched, promises to make detailed images of Einstein's brain more accessible to scientists than ever before.

The funding to scan and digitize nearly 350 fragile and priceless slides made from slices of Einstein's brain after his death in 1955 were given to a medical museum under development in Chicago, website 'Independent.ie' reported.

The application will allow researchers and novices to peer into the eccentric Nobel winner's brain as if they were looking through a microscope.

'I can't wait to find out what they'll discover,' Steve Landers, a consultant for the National Museum of Health and Medicine Chicago, who designed the app, was quoted as saying by 'Press Association.'"

New strategy for battling HIV

ScienceDaily (Sep. 26, 2012) ? New research showing how the HIV virus targets "veterans" or memory T-cells could change how drugs are used to stop the virus, Mason researchers say.

The research will appear in the Journal of Biological Chemistry's October edition and currently is available online.

"It's a big breakthrough for us," says Yuntao Wu, an author of the study and professor at the Mason-based National Center for Biodefense and Infectious Diseases. "I think this will impact the field."

Helper T-cells support the body's immune system by organizing forces to fight off infection. The HIV virus hijacks helper T-cells. When helper T-cell numbers plummet, the body is vulnerable to disease.

Not all helper T-cells are the same; some are experienced ones called memory helper T-cells, and others, naive cells or "virgin" cells, haven't encountered an infection. Mason researchers studied why HIV preferentially goes after memory helper T-cells, while shunning their close colleagues. Memory and naive T-cells appear similar.

"In the body, HIV is able to kill most memory helper cells," says Weifeng Wang, PhD Biosciences '12, the study's main author. "We wanted to pursue what makes the difference between memory and naive T-cells on a molecular level."

Unlike naive helper T-cells, memory T-cells are on the go, and much more mobile. And it's that momentum that attracts the HIV virus and makes the memory cell vulnerable, says Wang, who's currently a research fellow in the Dana-Farber Cancer Institute at Harvard Medical School.

When a memory cell moves, inside the cell, it looks like a waterfall on the moving edge. "It's called 'treadmilling'," Wu says. "The cytoskeleton or the cell's supporting bone is acting like a muscle. The treadmilling of cytoskeleton pushes the cell to migrate. That's how it pushes itself. In the past year we've been studying how HIV infects those memory cells. It has to go to the center, into the nucleus. It has to go past the cytoskeleton barriers to go into the center. For many years we didn't understand how the virus could cross such a structure. It's like a wall. It has to cross that wall."

HIV jumps over the wall by exploiting the cell's treadmilling process, Wu says. "The HIV virus uses a receptor to attach to the cell for entry," he says. "When the virus touches that receptor it's like someone ringing the doorbell. That triggers a signal -- someone comes out and opens the door. Now the HIV virus can start the treadmill to 'walk' along the cytoskeleton towards the center. If the virus goes to naive cells, it cannot do it. Naive cells aren't sensitive enough. The cytoskeleton of these 'virgin' cells is different from the memory cells, and it is not easy for the virus to start the treadmilling process."

HIV's ability to mutate makes it difficult for our body to control it. "It can mutate very fast," Wu says. "You may have a lot of memory cell soldiers there but they are not able to recognize the HIV virus. They remember one guy, but this guy changes his face so they don't remember him. That's why our immune system is not effective against HIV. On top of that, the virus kills lots of your memory helper cells. Without sufficient help, your immune system is in complete dysfunction, and now you don't have an immune system."

HIV's knack for mutating makes it a tough target for drugs, Wang says. By shifting the focus to the cell, away from the virus itself, researchers may find a new way to tackle the virus, he says.

"Basically, our new strategy will be finding a cellular target, something HIV needs to depend on," Wu says. "It's as if the virus says 'give me a house.' The cell is the house. The house has to have electricity and everything so it can live there. Our approach is to look for something the virus needs to live in that house and then to reduce it or shut it down. The challenge will be if you shut that down, that it doesn't impact normal cell functions. It's a very tricky balance. You want to kill the virus but not healthy cells along with it."

Wu is looking at existing drugs, including those used for cancer. "There is something shared between cancer cells and HIV- infected cells because cancer cells also like to migrate. So some drugs that are used to slow down cancer migration could also be used to treat HIV."

As part of his doctoral thesis, Wang spent six years pursuing why HIV attacks memory cells. Failure is a part of research, he says. He had to change the experiment conditions multiple times before finding success. "It's like when you get lost in the woods at night; it's difficult to find the way out."

Mentors and colleagues spurred Wang on. Sheer persistence and hours in the lab eventually won out. "It's very challenging to do scientific discovery," Wang says. "There is no precedent."

NYC DC AIDS Research Ride partially funded the research for three years, Wu says. Also, a $1.2 million grant from the National Institute of Allergy and Infectious Diseases, National Institutes of Health, is slated for the project from June 2009 until May 2013.

Texas Gov. Rick Perry's National Debt Body Art Causes Kerfuffle

Texas Gov. Rick Perry has caused a minor kerfuffle with a tweeted photograph of himself displaying somebody art about President Obama and the national debt. Politifact Texas claims that the tweet and the photo are misleading.

Perry started the controversy by sending a tweet that stated "Since @BarackObama has forgotten how much he's added to national debt #forall our kids to pay off..." The accompanying picture shows Perry in short sleeves with two clenched fists pressed next to one another with the figure "$16 trillion" on them.

Politifact Texas disputes the message

Politifact Texas suggested that the tweet with the accompanying picture was misleading. The article seems to imply that Perry was suggesting that President Obama is responsible for all of the $16 trillion debt. In fact the national debt has, thus far, increased $5.4 trillion under the Obama presidency.

The same Politifact Texas article quotes a Perry spokesperson as suggesting that the webpage was splitting hairs, since Perry in no way actually explicitly states that Obama is responsible for the entire national debt. Politifact Texas also claimed that Obama was not entirely responsible for the huge increase in the national debt that has taken place on his watch, that present and past congresses and presidents had enacted policies that contributed to the increase.

Perry tweet in response to Obama appearance of Letterman

The tweet was in response to an Obama appearance on "The Late Show with David Letterman" in which the president professed not remember what the national debt was when he took office (it was just above $10 trillion.) Obama claimed that Bush-era policies, including the tax cut and waging wars in Afghanistan and Iraq, had contributed to the debt, implying that his spending policies were not responsible for it. Obama went on to suggest that the national debt was not a cause to worry "short-term" because of current low interest rates.

The politics of the national debt

Whomever is responsible for the national debt and its huge increase during the past four years, the fact remains that the sitting president is usually held responsible for fiscal and economic problems, even those that might be beyond control. According to NBC News, Mitt Romney is counting on that fact as he continues to hammer the president on the issue of the national debt. In stump speeches, most recently in swing state Ohio, Romney has suggested that Obama has done little or nothing to decrease federal budget deficit or the national debt. Romney went on to predict that should the president be reelected the national debt will be $20 billion by 2016, with the attendant fiscal instability having increased.

The most fascinating aspect of the movie is why the missing boy's family believed the imposter's story.

Report: More fees, less choice for air travelers

(AP) ? Airline passengers can expect fewer carriers to choose from, fewer flights to smaller cities and more baggage and other fees as the industry continues to grapple with high fuel prices and a weak economy, according to a government report released Tuesday.

The airline industry is still in transition after a tumultuous decade in which bankruptcies and mergers cut the number of airlines accounting for the bulk of domestic flights in half, to just five: American, Delta, Southwest, United and US Airways, the report by the Department of Transportation's inspector general said. If US Airways and American ? which are in merger discussions ? were to combine, that would drop to four.

There are dozens of other airlines in the U.S., but collectively those smaller carriers account for less than 15 percent of total passenger traffic. Twelve years ago, there were ten major U.S. airlines accounting for 90 percent of domestic flights. But high fuel prices, the 2008 recession and a slow economic recovery have taken a toll, the report said.

In 2000, fuel costs were just 10 percent of airline operating expenses. Fuel costs peaked at 40 percent of expenses in 2008, outdistancing payroll as the airlines' biggest expense. Last year, fuel accounted for 35 percent of expenses.

Less competition has enabled airlines to try to offset higher costs by eliminating less profitable flights to smaller cities, the report said. Airlines cut the number of scheduled domestic flights by 14 percent between June 2007 and June 2012, the report said. As a result, flights have fewer empty seats and airlines have been able to increase fares, especially on short-haul flights.

Last year, the industry attempted 22 fare increases, of which 11 were successful, the report said. Airfare increases are considered successful if competitors also adopt an increase. If there's not widespread matching by other airlines, the result is usually a withdrawal of the original increase. So far this year airlines have attempted eight fare increases, four of which have been successful, the report said.

Since 2008, airlines have also supplemented their fares by charging a wide range of fees for services that in most cases used to be free. Baggage fees alone contributed $2.7 billion in added revenue to airlines last year. Besides fees for checked bags, at least two airlines ? Allegiant and Spirit ? now charge passengers for carry-on bags.

As a result of these trends, the industry in general has become profitable again after years of red ink. And having fewer flights has resulted in a drop in flight delays and cancellations.

"The good news is that the (carrier) consolidation and ancillary fee revenue stream have stabilized the airline industry," said Kevin Mitchell, chairman of the Business Travel Coalition, which represents corporate travel managers. "The bad news is airlines can disregard consumers' interests much more easily when there are fewer carriers."

John Heimlich, vice president and chief economist for Airlines for America, a trade association representing major airlines, said one reason airlines have cut back on flights is that more passengers traveling less than 700 miles are choosing other forms of transportation such as cut-rate intercity buses and Amtrak's higher-speed Acela trains in the Northeast. He said some people would also rather drive than hassle with security checks in the post-9/11 world.

"Airlines have been more cautious about avoiding a glut of seats in the marketplace relative to the demand, and such caution has helped the industry get back on more solid financial footing," Heimlich said.

They had a little girl from the time she was 8 months?old until she was 2 years old.?

That's 16 months she lived as part of their family.

?She told me the little girl had recently?returned home to live with her dad and grandma.?

The birth father called?the foster mom a few times since the little girl returned home.

?During the last phone call,?while the foster mom was trying to talk to the little girl who didn't quite understand a telephone yet, she heard the grandma tell the little girl that the woman on the phone was the mommy the little girl cried for each evening.

?It broke our hearts.

I wanted to burst out crying right there standing in that public place.

All of a sudden the words 'foster care' stung just a bit.

Heartache was added.?

A new feeling for me now associated with fostering love.

Before it had only been rainbows and unicorns.

I crawled into bed that evening and had my worst nightmare to date.

I dreamt that CPS called our home?

and told us the babies would be returning home in 2 days.

I screamed. I cried. I begged for more time. In my dream I was a complete mess.

I was worried about transition. For both of us. The babies and our family.

Worried how we would live without them in our home.

I woke from that dream completely knowing how saying goodbye is going to feel.

The babies have been in our home for almost 10 months.

And, 10 months with these two sweet babies in our home

?often brings a new most asked question.

Are you going to adopt them?

It is a question that people often hesitate when asking.

And, I always hesitate when answering.

Because the answer is....we don't know yet.

For many different reasons.

Some are personal. Very personal.

Some are logistics. The case is a difficult one.

We are not even sure they will be available to adopt.

They just might return home to one or both of their parents.

Honestly, part of me hopes they can return home?

so I don't have to answer that question in my heart.

Because we are so so torn.

We love these two children.

LOVE.

And they will ALWAYS hold a special place in our hearts.

In my momma heart.

I am their mommy....for now.

But they will be my children {in my heart} FOREVER.

If we choose to adopt both, if that becomes an option,

our home will be filled to the brim.

Bursting at the seams.

We will no longer be able to be foster parents.

Which is what we feel we want to do most.

We signed up for foster care.

Not foster to adopt.

But 10 months.?

10 months of these babies in our home.

Becoming part of our family.

With 6-8 more months realistically to go.

6-8 more months of them weaving their way deeper into our hearts.

If that is even possible.

The realization is that we could easily be a family of six.

But I'm not sure that is what the Lord has planned for us.

Maybe we are suppose to be a family of twenty-six...over time.

So the only way I know how to deal with this situation....

with the question of 'Are you going to adopt?' is to take one day at a time.

Enjoying their sweet spirits in our home.

Enjoying the opportunity to be their foster family.

And giving them Love.

Because just like the print above Little Mister's head in the picture at the top says....

All You Need is LOVE.

And we can do that!

We don't have to answer the hard questions right now.

First two James Webb Space Telescope flight mirrors delivered to NASA

ScienceDaily (Sep. 24, 2012) ? The first two of the 18 primary mirrors to fly aboard NASA's James Webb Space Telescope arrived at NASA's Goddard Space Flight Center in Greenbelt, Md.

The mirrors are going through receiving and inspection and will then be stored in the Goddard cleanroom until engineers are ready to assemble them onto the telescope's backplane structure that will support them.

Ball Aerospace, Boulder, Colo., under contract to Northrop Grumman, is responsible for the Webb's optical technology and lightweight mirror system. On September 17, 2012, Ball Aerospace shipped the first two mirrors in custom containers designed specifically for the multiple trips the mirrors made through eight U.S. states while completing their manufacturing. The remaining 16 mirrors will make their way from Ball Aerospace to Goddard over the next 12 months as they await telescope integration in 2015.

"These first two completed flight mirror assemblies arriving at Goddard are an important first step leading towards the integration of the mirrors onto the flight structure," said Lee Feinberg, NASA Optical Telescope Element Manager for the James Webb Space Telescope at the Goddard Space Flight Center in Greenbelt, Maryland. "These delivered flight mirrors meet their requirements, which is great news for Webb telescope being able to fulfill its scientific potential."

One of the Webb's science goals is to look back through time to when galaxies were young. To see such far-off and faint objects, Webb needs a large mirror. A telescope's sensitivity, or how much detail it can see, is directly related to the size of the mirror area that collects light from the objects being observed. A larger area collects more light, just like a larger bucket collects more water in a rain shower than a small one.

Webb's scientists and engineers determined that a primary mirror 6.5 meters (21 feet 4 inches) across is what was needed to measure the light from these distant galaxies. Each of the 18 hexagonal-shaped mirror assemblies that make up the primary mirror measures more than 1.3 meters (4.2 feet) across, and weighs approximately 40 kilograms, or 88 pounds.

The Webb will be the first space astronomy observatory to use an actively-controlled, segmented mirror. The Webb is critical for future infrared observations. The Webb will be the premier observatory of the next decade. It will study every phase in the history of our universe, ranging from the first luminous glows after the Big Bang, to the formation of stellar systems capable of supporting life on planets like Earth, to the evolution of our own Solar System. It is a joint project of NASA, the European Space Agency and the Canadian Space Agency.

(AP) ? In U.S.-funded ads running on Pakistani TV, subtitled clips show President Barack Obama extolling America's traditions of religious freedom. For many watching, though, the message misses the mark in efforts to calm the Islamic outrage over a film denigrating the Prophet Muhammad.

America's free speech laws and values of openness are not in question, but rather there is confusion and anger over how they are applied.

A powerful theme binding the protests from Indonesia to Africa is the perception that the U.S. codes of free speech are somehow weighted against Islam ? permitting the Internet video that insults the faith but placing clear limits on hot button issues such as hate speech, workplace discrimination and even what is acceptable on prime-time network TV.

Beyond the rage, bloodshed and death threats ? churning now for two weeks ? is a quandary for American policymakers that will linger long after the latest mayhem fades: How to explain the U.S. embrace of free expression to an Islamic world that increasingly sees only double standards?

Although there are many nuances ? including strict U.S. laws when hate speech crossed the line into threats or intimidation ? they are mostly lost in the current outrage that included a peaceful march in Nigeria on Monday and Iran threatening to boycott the 2013 Academy Awards after the country's first Oscar-winning film this year.

With each protest, many clerics and Islamic hard-liners hammer home the narrow view that America is more concerned with political correctness or safeguarding children from sexual content than the religious sensibilities of Muslims.

In Gaza, preacher Sheik Hisham Akram said tolerance is the goal, but the "red line" is crossed with "anyone who insults our religion." Iran's President Mahmoud Ahmadinejad ? now in New York for the U.N.'s annual General Assembly ? denounced last week the "deception" of U.S. laws protecting rights while allowing the clip from the film "Innocence of Muslims," which portrays Muhammad as a womanizer, religious fraud and child molester.

"In some extent, it's not an issue of condemning America's freedom of speech. It's become an issue, in the eyes of many Muslims, over where the lines are and why they are not protecting the feelings of Muslims," said John Voll, associate director of the Center for Muslim-Christian Understanding at Georgetown University in Washington.

It also turns the $70,000 U.S. ad initiative in Pakistan ? one of the hotbeds of the protests ? into a major challenge to gain any ground. Besides Obama, the spots include Secretary of State Hillary Rodham Clinton repeating that U.S. authorities had no connection to the video.

It's part of wider U.S. strategies to use social media and other forums to reach out to moderates in the Islamic world ? including what the State Department has described as a "virtual embassy" for Iranian web surfers. But the fallout from the film has so far drowned out appeals for calmer dialogue in places such as Pakistan, where at least 23 people have died in unrest linked to the film.

"The fact that (the Obama administration) is trying to step up to the plate and trying to engage where the debate is really happening should be commended," said Daniel Markey, a senior fellow in South Asian affairs at the Council on Foreign Relations. "But what credibility do they have to deliver this message? That's a different story. ... It's unlikely to make the sale on the Pakistani street."

At the U.N., a separate effort is being spearheaded by Ekmeleddin Ihsanoglu, secretary-general of the Organization of Islamic Cooperation. He said the film will be at the top of the agenda of a meeting of the 57-member group on the sidelines of the General Assembly.

Among the proposals is a call to impose an international law against promoting religious hatred. Such appeals could get widespread support, but are nearly certain to collide with Western free speech codes and be rendered difficult to enforce in the borderless world of the web.

Already, many moderate Muslim scholars and leaders have urged the U.N. or other international bodies to step in to help define possible global standards on religious expression.

Paul Bhatti, an adviser to the Pakistani prime minister, told a multifaith crowd of Muslims, Christians and others outside the country's parliament Sunday that international laws should be imposed to limit the most hateful fringes of Western free speech.

But just a day earlier, a Pakistan government minister offered a $100,000 bounty for the death of the filmmaker.

The two responses ? one appealing for a higher law and the other taking justice into his own hands ? frame another divide pried wider by the latest chaos: How much leeway can Muslim countries allow for expressions of anger against their faith?

While many Muslims believe American protections for open expression were abused by the film, there are also moderate voices in the Islamic world questioning whether the defense of their religion is warped by death threats and violence that has left dozens dead, including the U.S. ambassador to Libya.

"This is the flip side to the criticism against American free speech," Voll said. "This is another major learning opportunity inside Muslim societies to look at themselves and interactions with the world. We have been here before."

But the latest upheavals appear to resonate even deeper because of the widening reach of the web and social media, which also have played a central role in the Arab Spring uprisings that have opened new political space for hard-line Islamists.

"Sadly, the voices of reason and logic in this part of the world are few," said Ebtehal al-Khateeb, a Kuwait University professor and human rights activist. "Even those who strongly oppose the violence prefer not to speak."

Kuwait is a particularly instructive proving ground in the struggle to clarify an Islamic version of free speech.

After Islamist-led opposition groups gained control of parliament in February, they tried to push through measures that included the death penalty for blasphemy against Islam. Kuwait's Western-leaning rulers signaled they would reject the move and later suspended the parliament over election law technicalities.

"The truth is that as amateurish movie production is, it still falls in the category of freedom of speech," al-Khateeb said. "If you say that to people here, they will read your response as: 'You accept this. You are a blasphemer.' They still don't understand that they don't have to accept it. They can oppose it, but in a civil manner that is more constructive."

US Navy's new floating base gets a workout in Gulf

ABOARD THE USS PONCE (AP) ? A new, key addition to American-led naval efforts to ensure Mideast oil keeps flowing has emerged as an unusual mix of a ship combining decades' worth of wear and tear with state-of-the-art technology and a largely civilian crew.

After winning a reprieve from the scrapyard, the USS Ponce was reborn through a rush retrofit earlier this year and turned into a floating base prowling the waters of the Persian Gulf. It is now getting its biggest workout since refurbishment as the centerpiece for sweeping anti-mine naval exercises under way that serve as a very public warning to Iran. The Islamic Republic has threatened to shut the Gulf's entrance at the Strait of Hormuz, the route for a fifth of the world's oil supplies, and would likely use mines to do so.

Anti-mine divers on practice drills deployed in small boats off the Ponce's stern gate early Saturday, and MH-53 minesweeping helicopters launched from the ship kicked up sea spray as they hauled mine-detecting equipment through the water. Later in the day, a U.S. destroyer pulled alongside, fighter jets roared past and gunners fired thunderous rounds from .50 caliber machine guns during a simulated encounter with a hostile vessel.

Senior Navy officials in the Gulf are quick to downplay talk of conflict with Iran, which is locked in a dispute with the U.S. and its allies over Tehran's disputed nuclear program. The West suspects Iran aims to develop a nuclear weapon; Tehran denies the charges.

U.S. military officials in the region insist the exercises, which include forces from more than 30 countries, are defensive and not directed at any country. They prefer to focus instead on the Ponce's role as an innovative new tool to help ensure security in the region, and on the need to train with allies to keep sea lanes open.

Still, the message is clear.

"Any extremist group, any country that puts mines in the water would be cautioned" by the exercises, said Marine Gen. James R. Mattis, the U.S. Central Command chief, during his first visit onboard the Ponce since it deployed June 1. "We do have the means to take mines out of the water if they go in. We will open the waterways to freedom of navigation."

Military leaders believe the Norfolk, Va.-based Ponce is central to that mission.

More than half the length of most U.S. aircraft carriers, the Ponce can accommodate multiple helicopters on deck and small boats in a well deck below.

The ship was originally an amphibious transport dock built at the height of the Vietnam War. Those types of vessels are typically used to carry landing forces of Marines.

It's now known as the Navy's first "afloat forward staging base-interim," a name given because the Ponce is meant to be a stopgap until a similar base built from scratch is delivered. That won't happen until at least 2015.

"This will more or less act as a test for using floating platforms in the sea for military operations," Riad Kahwaji, chief executive of the Dubai-based Institute for Near East and Gulf Military Analysis, said of the reconfigured Ponce. "There'll be a lot of defense industry officials observing the performance of this."

Much of the original ship remains, including the tight Marine-style bunks stacked four high from floor to ceiling in some parts of the ship. But there are plenty of 21st Century additions too.

Berths for around 100 people were removed and replaced with a high-tech joint operations center, where streaming video and data feeds can be shown on flat-screen displays.

Powerful MK-38 guns installed during conversion include remotely controlled digital cameras that let operators zoom in on far-off targets of interest. And a ScanEagle surveillance drone launched from and recovered by the ship keeps an eye on the sea for miles around all day long.

In its new role, the Ponce is initially intended to be a close-to-the-action support hub for mine-clearing ships, coastal patrol vessels and helicopters. Ships can take on fuel and supplies without having to return to port, and a wide range of repairs can be handled by machinists onboard. That means far less downtime for minesweepers and other vessels using the Ponce as a stopping-off point, according to analysts and Navy officials.

The Ponce's Spartan accommodation can also handle hundreds of additional personnel, such as the French anti-mine divers in distinctive camouflage shorts currently onboard. In theory, special operations forces could also fill bunks aboard the Ponce, which is able to launch the small boats and helicopters they often use.

There is also the benefit of not needing to secure approval from allied countries where U.S. troops are based before conducting operations from an offshore staging base such as the Ponce.

"A country that's believed to be friendly to the U.S. could overnight become hostile to the U.S., and this could pose a threat to U.S. operations," Kahwaji said, citing recent violence directed at American embassies in response to an anti-Islam film.

Although it is under the command of a Navy captain, most of the Ponce's crew are civilians. It has more than 155 civilian crew members from the Military Sealift Command and 55 Navy sailors, according to the ship's commanding officer, Capt. Jon Rodgers. The number of civilian crew can fluctuate depending on who is onboard.

The MSC is normally responsible for running about 110 supply ships and other non-combat vessels for the Navy, but the Ponce's hybrid crew is unusual.

Visitors arriving by helicopter are met on the flight deck by some crew in uniform and others in civilian coveralls. Civilian employees keep the floors and toilets clean, and dish out corned beef hash and French toast on the mess deck. Some of the MSC crew members have dreadlocks ? a no-no for enlisted sailors ? and many are in their 40s or beyond. A handful are older than 60.

It's not just the civilian crew that's showing its age. The Ponce is among the Navy's oldest ships. Construction began in 1966, and it was commissioned during the Nixon administration in 1971.

Rust is prevalent throughout the ship, and many of the fittings retain a Cold War feel.

"Just walk around and you can see," said Kevin Chavis, 45, a retired Navy electronics specialist from Brooklyn who is now part of the Ponce's civilian crew. "Yeah, it's old. But just like a car, if you change the filters and the oil, it'll keep running."
