UN envoy blames Security Council divisions for lack of progress in ending Syria violence

Divisions in the Security Council are blocking progress toward ending the violence in Syria, and any eventual cease-fire will require the presence of an international peacekeeping force, the United Nations envoy for the country said Thursday.

Lakhdar Brahimi said he has the elements for a possible peace plan, but those elements "cannot be put together until the (Security) Council has come together and is ready to adopt a resolution that will be the basis for a political process."

World powers remain divided on how to stop Syria's crisis, with the U.S. and many Arab and European nations calling for President Bashar Assad to step down while Russia, China and Iran continue to back the regime. Russia and China have vetoed three Western-backed Security Council resolutions that would pressure Assad, including with the threat of sanctions, to halt the violence, and the U.N.'s most powerful body remains paralyzed.

"It bears repeating that the situation is bad in Syria and getting worse, that unfortunately the parties themselves are not ready to have an internal solution. The region is also not really capable, at this time, of helping for a peaceful solution. The place where a peaceful solution can be initiated is the Security Council," Brahimi told reporters after briefing the council behind closed doors.

Following the meeting, Syria's U.N. Ambassador Bashar Ja'afari blasted Security Council intransigence, blaming the U.S., France and Britain for failing to approve press statements condemning suicide bombings and other attacks carried out by opposition groups. He called it "a sign these countries are deeply involved in the terrorist attacks in Syria."

Brahimi said the elements of an eventual peace process would be based on a plan adopted in Geneva in June by key nations and international organizations that spelled out guidelines for a Syrian-led political transition. He said it would include a transitional governing body with full executive powers and an election, "with a lot of things happening in the middle."

But before that can happen, Brahimi said, the Assad regime and the rebels must stop their fighting.

"No doubt what is very, very urgently needed is a cease-fire that can hold," Brahimi said. "A cease-fire will not hold unless it is very strongly observed, and that, I believe, will require a peacekeeping mission."

A U.N. diplomat inside the council briefing, speaking on condition of anonymity because it was private, said Brahimi specified three "building blocks" ? a robust peacekeeping component on the ground which will require a Security Council mandate, a united opposition which many countries are working to establish and a transitional government with executive powers that would ultimately lead to elections.

Russia's U.N. Ambassador Vitaly Churkin said his country supported the Geneva agreement, which has the support of the five veto-wielding permanent members of the Security Council.

Churkin said Russia was forced to veto a Security Council resolution in support of it because his country "saw it as an attempt to rewrite the Geneva document, making it not an instrument for putting together a dialogue ... but an instrument of further confrontation and building up tensions in Syria." Russia objected to Western attempts to include any kind of pressure on Assad in the draft resolution.

Churkin added that while his country was trying to convince Syria to enter into serious dialogue with the opposition, Russia was very disturbed by political activity outside of Syria, particular the so-called "Doha coalition" ? which united many of Syria's disparate anti-government groups under a deal struck in the Qatari capital earlier this month.

"The Doha coalition is suspect in our view because of their political declaration which rules out any contacts with the government and which, in fact, talks about the need to topple the government," he said. "We're concerned about those who hasten to recognize the Doha coalition as the only legitimate representative of the Syrian people."

Churkin's comments came as officials said the Obama administration was preparing to recognize Syria's new opposition council as the legitimate representative of the Syrian people in the coming weeks. They spoke on condition of anonymity because they weren't authorized to speak publicly on the matter.

Announcement of the U.S. move ? which has already been taken by several European and Arab allies ? is planned on or around a conference of the Friends of Syria, comprising more than 70 nations, in Morocco on Dec. 12.

The new status is expected to be accompanied by pledges of additional humanitarian and nonlethal logistical support for the opposition, but it is unlikely to result in U.S. military assistance, at least in the short term.

According to activists, at least 40,000 people have been killed in the civil war since March 2011.

Young adults more likely to smoke cannabis than drink before driving, survey of Canadians shows

ScienceDaily (Nov. 28, 2012) ? Most Ontario adults are drinking responsibly, and fewer are smoking or using illicit substances -- but several areas of concern were found in the 2011 CAMH Monitor survey of substance use trends, released November 28 by the Centre for Addiction and Mental Health (CAMH).

"More young adults are reporting that they drive within an hour of using cannabis -- even more than those who report drinking and driving," says Dr. Robert Mann, CAMH Senior Scientist and lead researcher. "Yet the risks of doing so are significant." Nine per cent of 18- to 29-year-olds report driving after cannabis use, versus six per cent in this age range who report drinking two or more drinks and driving.

The 2011 CAMH Monitor, which included 3,039 adults aged 18 or older from across Ontario, is the longest ongoing survey of adult substance use in Canada.

Cannabis users are also aging, the survey found. Those aged 50 or older now account for 16 per cent of all adult users of cannabis, which is five times higher than in 1977.

Alcohol Use

Most Ontario adults report drinking alcohol in the past year (81 per cent), but the majority does not drink excessively. Alcohol use is a concern when there are harmful drinking patterns, which occur in certain groups.

"Women are drinking more than in the past," says Dr. Mann. "Several key drinking indicators show an increase among women." Six per cent of women reported a pattern of drinking daily in 2011, compared to three percent in 1998. About eight per cent of women were drinking in ways that were hazardous or harmful, up from five per cent in 1998.

"Binge drinking also remains high, particularly among 18- to 29-year olds," notes Dr. Mann. "Overall, nine per cent of Ontario drinkers consume five or more drinks at one time each week, which represents 691,700 people." The survey also showed that the average number of drinks consumed weekly has increased, as has the number of drinkers overall who report daily drinking.

Non-medical Prescription Opioid Use

There was some good news, with the reduction in non-medical use of prescription opioids, which has been a concern in recent years. Use dropped by half between 2010 and 2011, down to four per cent in 2011.

This decline may be the result of Ontario's Narcotics Strategy as well as other policy measures to reduce the non-medical use of these powerful, addictive drugs, Dr. Mann suggests.

Mental Health

One in seven Ontario adults (17 per cent) report elevated psychological distress, with rates highest among those aged 18 to 29. "This type of distress can reduce people's ability to function effectively socially and emotionally," says Dr. Mann.

Seven per cent of adults reported using an anxiety medication, and seven per cent took a depression medication. These medications were most likely to be used by those aged 40 to 49, and in the case of antidepressants, by women in this age range.

Smoking

Smoking rates have been declining steadily for years in Ontario. Currently 15 per cent, or 1.4 million Ontarians, say they are smokers. However, this rate may be leveling off, says Dr. Mann. "The 15 per cent remains three times higher than the Cancer Care Ontario target of five per cent."

Arafat's remains exhumed for poison tests

RAMALLAH, West Bank (Reuters) - Forensic experts took samples from Yasser Arafat's buried corpse in the West Bank on Tuesday, trying to determine if he was murdered by Israeli agents using the hard-to-trace radioactive poison, Polonium.

Palestinians witnessed the funeral of their hero and longtime leader eight years ago, but conspiracy theories surrounding his death have never been laid to rest.

Many are convinced their icon was the victim of a cowardly assassination, and may stay convinced whatever the outcome of this autopsy. But some in the city of Ramallah where he lies deplored the exhumation.

"This is wrong. After all this time, today they suddenly want to find out the truth?" said construction worker Ahmad Yousef, 31, who stopped to watch the disinterment, carried out behind a wall of blue plastic near the Palestinian presidency headquarters.

"They should have done it eight years ago," he said.

French magistrates in August opened a murder inquiry into Arafat's death in Paris in 2004 after a Swiss institute said it had discovered high levels of polonium on clothing of his which was supplied by his widow, Suha, for a television documentary.

"Samples will be taken according to a very strict protocol and these samples will be analyzed," said Darcy Christen, spokesman for Lausanne University Hospital in Switzerland that carried out the original tests on Arafat's clothes.

"In order to do these analyses, to check, cross-check and double cross-check, it will take several months and I don't think we'll have anything tangible available before March or April next year," he added.

Arafat was always a freedom fighter to Palestinians but a terrorist to Israelis first, and a partner for peace only later. He led the bid for a Palestinian state through years of war and peacemaking, then died in a French hospital aged 75 after a short, mysterious illness.

No autopsy was carried out at the time, at the request of Suha, and French doctors who treated him said they were unable to determine the cause of death.

But allegations of foul play immediately surfaced, and many Palestinians pointed the finger at Israel, which confined Arafat to his West Bank headquarters in Ramallah for the final two and a half years of his life after a Palestinian uprising erupted.

Israel denies murdering him. Its leader at the time, Ariel Sharon, now lies in a coma from which he is expected never to awake. Israel invited the Palestinian leadership to release all Arafat's medical records, which were never made public following his death and still have not been opened.

FRENCH INVESTIGATORS

Polonium, apparently ingested with food, was found to have caused the death of former Russian spy Alexander Litvinenko in London in 2006. But some experts have questioned whether Arafat could have died in this way, pointing to a brief recovery during his illness that they said was not consistent with radioactive poisoning. They also noted he did not lose all his hair.

Eight years is considered the limit to detect any traces of the fast-decaying polonium and Lausanne hospital questioned in August if it would be worth seeking any samples, if access to Arafat's body was delayed as late as "October or November."

Not all of Arafat's family agreed to the exhumation, and his wife Suha chose not to attend the operation she had prompted.

Working in parallel with the forensic team, French magistrates were in Ramallah this week to ask if members of Arafat's inner circle might be able to shed light on his death.

One source told Reuters the French had a list of 60 questions, and had questioned one man for five hours.

Many Palestinians acknowledge that a Palestinian would almost certainly have had to administer any poison, wittingly or unwittingly.

Garber says Beckham 'overdelivered' to MLS

NEW YORK (AP) -David Beckham did everything Major League Soccer asked of him to grow football in the United States during his 5 1/2 seasons with the Los Angeles Galaxy, league commissioner Don Garber said on Monday.

Beckham plays his final competitive match for the Galaxy on Saturday in the MLS Cup final against Houston.

When Beckham left Real Madrid in 2007 to sign a $32.5 million, five-year deal with the Galaxy, he said he wanted to win and increase the league's popularity both domestically and abroad. The Galaxy won last year's title and are in the final for the third time in four years.

"I don't think anybody would doubt that he has overdelivered on every one of those measures," Garber said during a telephone conference call, his annual state of the league session as commissioner. "There's arguably not a soccer fan on this planet that doesn't know the LA Galaxy and Major League Soccer, and David played a significant role in helping us make that happen. He was an unbelievable ambassador for the league, for the Galaxy."

The league's regular season attendance average increased from 15,504 in 2006 to 17,872 in 2011 and a record 18,807 this year. After Beckham's arrival, the league announced expansion teams that started play in San Jose (2008), Seattle (2009), Philadelphia (2010), Vancouver and Portland (2011), and Montreal (2012), increasing the total to 19.

Ground was also broken for football-specific stadiums in Houston, Kansas City and Philadelphia, the long-delayed venue in New Jersey was completed, and extensive renovations took place in Montreal, Portland and Vancouver. Television exposure improved, but only slightly.

"We needed David Beckham in 2007 to help drive our credibility, to help grow our popularity and to show the world really that the United States ... was ready to support a division-one league," Garber said. "We don't need anything today to get us to the next level. It's a wide variety of initiatives, from player development, from continued investment in our overall player pool, to better and more focused marketing, to smart expansion to a transformation into a digital world where our games are even more available than they are today."

Thierry Henry, Rafa Marquez, Robbie Keane and Tim Cahill have followed Beckham to MLS. Given a chance to leave, Beckham stayed for 2013 in a deal that guaranteed him another $4 million. The 37-year-old former England captain said last week he was departing "to experience one last challenge."

"I don't believe we're going to be hurting when David leaves," Garber said. "The Michael Jordans and Wayne Gretzkys of the world, the Magic Johnsons, they have a great impact on taking a league to a higher level. And then if managed properly, the league and the clubs and the players that are still in the league are able to take that mantle and take it even higher."

Beckham's deal included the right to buy a future expansion team at a discounted price. Garber said only the New York market was excluded.

Denver-based Anschutz Co. said in September it was starting a process to sell its Anschutz Entertainment Group subsidiary, which owns the Galaxy and several other sports properties.

"There is a possibility for him to work with the league office to find ways to transfer, I guess, that option into an opportunity in LA," Garber said. "Way too premature to talk about that or even speculate about what that would look like, but that opportunity does exist if it meets the approval of the league, who in essence holds that value; David, who holds the option; and the Los Angeles Galaxy, who would have to be part of that discussion."

University of Baltimore - the School of Public & International Affairs (SPIA) in the College of Public Affairs invites applications for a faculty position (rank open) to begin in August 2013 (contingent on final budgetary approval). The successful candidate must be well prepared to teach courses in statistics, quantitative methods, and policy analysis in both the master's and doctoral programs in public administration. The ability to teach courses in one or more of the following areas--economic decision-making and policy, information resource management, and public and nonprofit management--is a plus. The successful candidate also will teach in the undergraduate Government and Public Policy Program and may teach online courses at both the graduate and undergraduate level.

Candidates for this position must hold a doctorate in public administration, political science, public policy, or a related discipline; have a record of scholarly activities; and clearly demonstrate the potential for quality university instruction and service to their profession and the university. Applicants are asked to submit a letter of interest, vita, and three letters of reference. If applying for the Associate or Full Professor rank, please include examples of publications and teaching evaluations. If applying for the Assistant Professor rank, please include either publications or writing samples; and teaching evaluations if available. The Legality Of Cell Phone Searches - Business Insider

As the Senate debates this week whether police need a warrant to search your email, the national spotlight has swung to the disorganized way courts across the country handle your rights when it comes to technology.

Last week a federal court in Pittsburgh ruled you don't have any expectation of privacy if you're stealing someone else's Internet.

But what about privacy in regards to cellphones?

While cellphone carriers seem to have no problem giving up information on subscribers' text messages and other data ? carriers said they responded in 2011 to 1.3 million demands for information from law enforcement ? the courts remain divided about whether cops can actually access your phone without a warrant, The New York Times reported Sunday.

A judge in Rhode Island recently threw out cellphone evidence linking a man to a child's murder since the police didn't have a warrant for the records. But a federal appeals court in Louisiana is debating whether smartphone records belong to the user, and thus deserve protection, or belong to the phone company.

Courts in Ohio have ruled police need warrants to search cellphones but California's highest court has said cops can search a suspect's phone at the time of arrest without a warrant, according to the Times.

?The courts are all over the place,? Hanni Fakhoury, a criminal lawyer with the Electronic Frontier Foundation told the Times. ?They can?t even agree if there?s a reasonable expectation of privacy in text messages that would trigger Fourth Amendment protection.?

But while courts debate cellphone data, the Pittsburgh ruling about Internet privacy is ironclad.

U.S. District Judge Joy Flowers Conti ruled Internet subscribers, especially those stealing Internet, do "not have an expectation of privacy in that connection."

But that raises the question, if it's so clear Internet usage isn't protected, why are cellphones any different?

(AP) ? Thousands of Bangladeshi workers demanding justice after a garment-factory fire killed at least 112 people are blocking the streets of a Dhaka suburb in a protest that has turned violent at times.

Angry workers on Monday threw stones at factories, smashed vehicles and blocked a major highway in the area. Some 200 factories were closed for the day after the protest erupted in Savar, the industrial zone where Saturday's deadly fire occurred.

Officials say many workers were trapped in the eight-story building, which lacked emergency exits. Firefighters have pulled out at least 100 bodies, and 12 more people died at hospitals after jumping from the building.

Unions in Bangladesh have long complained about unsafe factories where workers work in dismal sweatshop conditions.

WHAT'S AT STAKE

Notre Dame is on the brink of a trip to the BCS title game, needing only a win in the Coliseum to wrap up the spot. The Irish share one of college football's best intersectional rivalries with USC, which could only gain a measure of solace from a hugely disappointing season by ruining the Irish dream season.

KEY MATCHUP

USC WR Marqise Lee vs. Notre Dame CB Bennett Jackson. The Trojans will rely on their gifted skill-position players to take pressure off QB Max Wittek, and no defensive secondary all season has significantly slowed down Lee, who could improve his Biletnikoff Award hopes with one more monster game. Jackson is a converted receiver who will be tested all night.

PLAYERS TO WATCH

Notre Dame: LB Manti Te'o. It's only fitting for the imposing middle linebacker to play his final regular-season game at the Coliseum. He came agonizingly close to choosing USC out of high school before flipping to Notre Dame, where he suffered through early disappointments before finally having a season worthy of his faith in the Irish.

USC: Wittek. The redshirt freshman makes his first career start in place of injured Matt Barkley, and his teammates are confident he'll excel. Wittek is bigger and throws harder than Barkley, with zip on his passes that hurts Lee's hands, but he has played only mop-up duty all season long.

Barkley will watch his final regular-season game from the sideline with a sprained shoulder. The Pac-12's career leader in multiple passing statistics will never get to face Notre Dame at the Coliseum, also missing the game two years ago with an injury. ... Following on the last tip, keep in mind that your readers are looking for specific how-to instructions to help them achieve a certain goal.  Offer lots of tangible information that is immediately useful to them. Do not lead them through hoops just to get to an order 4) Avoid gimmicks. While it may be true that a sucker is born every minute, most internet users are sophisticated enough to tell what?s legitimate and what?s not. Write with the intention of offering something substantial to the reader. Be honest and forthright. Your article should not cause the reader to think, What is this guy trying to sell me? 5) Be succinct. Get to the point quickly, preferably in the first or second paragraph. Avoid lengthy paragraphs. Use lots of white space to separate your paragraphs to make them easier to read. 6) Your article should not be too short. Certainly, it?s possible to write a good article packed with useful information using just a couple hundred words. If your article is too short, however, some webmasters may feel hesitant to reprint it on their sites. They may, instead, borrow your ideas and write their own articles, gaining authorship without having to give you credit for your ideas. How long should your article be?  I suggest at least 500 words, preferably longer.  Longer articles give webmasters the impression that you have put some time and effort into your work and, thus, are deserving of being reprinted on their sites. 7) Use live (clickable) links in your resource box. Many e-zines permit clickable links in  resource boxes. Yet, many authors forgo this privilege by simply spelling out their URLs. Whenever permitted, you should spell out your URL as well as make it clickable (e.g. http://www.nexcomp.com/weblaunch). The advantages of a clickable URL are, (1) readers can go to your site simply by clicking on it,  and more importantly, (2) search engines will be able to record the ezine page containing your article as a link your web site, adding to your link popularity and search engine rankings. 8) Avoid hyping in your resource box. Your resource box, while promotional in nature, should be brief and tasteful. The purpose of your resource box is not to sell your readers something, but to lead them to your website which does the actual selling. Your resource box should contain your name, your company name, a brief description of your products or services, your web site?s URL, and a clickable link to your site. 9) Put some thought and effort into your writing. E-zines have varying standards for accepting articles, and some accept and publish all submissions without any human review at all. However, this does not mean you should write an article just for sake of having it published somewhere. If your article comes off as half-baked, readers may make a similar assumption about you and your business practices. 10) Submit your article to as many e-zines as feasible. There are dozens of e-zines on the web that welcome submissions from independent authors.

SALT LAKE CITY ? While having a cute puppy or kitten jump out of the box on Christmas morning, experts say giving pets as gifts isn?t a good idea.

If a family has considered the responsibilities of getting a pet, there?s nothing wrong with surprising the kids on Christmas, but giving animal gifts to another family is a big no-no.

?We strongly discourage people from ever surprising another adult or another family with the gift of a pet,? said Temma Martin.

Tens of thousands of pets wind up at animal shelters in the U.S. every year. Martin says that a lot of animals acquired around the holiday are sent to a shelter by the end of the next year.

?A lot of animals that are acquired around the holiday time probably make it through the summer, and by the beginning of the school year the family might be over them,? Martin said.

Animal advocates say that pets require a lot of responsibility and that the owner will be making a lifelong commitment to the animal, and some pets will live for a long time.

?Know not only what the animal looks like when it?s a puppy and cute, but how big it?s going to get, how long its hair is going to be, what kind of energy level it has, if it tends to get along with other dogs. Just really know what you?re getting when you choose a pet,? said Martin.
